If you host guests in Spain, you must report their details to the police immediately and, at most, within 24 hours: once when the booking is made (or cancelled) and again when the stay begins. The Ministry of the Interior's platform for this is SES.HOSPEDAJES. In Catalonia the report goes to the Mossos d'Esquadra and in the Basque Country to the Ertzaintza, each through its own channel.
This guide explains who is affected, what you have to do on SES.HOSPEDAJES step by step, what changes in Catalonia and the Basque Country, and what the law provides for if it is not done. If you want the detail of each item of data the registration form asks for and what happens with minors, see the guide to the mandatory data in the guest registration form.
Who is affected
The rule is Real Decreto 933/2021. It applies to anyone who provides accommodation in return for a price, "on a professional basis or not" (art. 2.1). It expressly includes:
- Hotels, guesthouses, boarding houses and rural tourism establishments.
- Campsites, motorhome parking areas, apartments, bungalows and similar tourist accommodation.
- Tour operators that act as intermediaries between the accommodation and the customer.
- Digital platforms that mediate these bookings, if they offer their services in Spain.
If you rent out a flat from time to time without being a company, it affects you too, with one difference: you do not have to keep or retain the register, but you do have to report the data (art. 5.4).
The deadlines at a glance
| What you have to report | When | Where it says so |
|---|---|---|
| Your details and those of the accommodation | Before you start hosting: within 10 days of completing the administrative formalities for the activity and, in any case, before receiving your first guest | RD 933/2021, art. 6.1 and 6.2 |
| A change in those details | A new report has to be made | RD 933/2021, art. 6.1 |
| The booking, the contract or its cancellation | Immediately and, at most, within 24 hours | RD 933/2021, art. 6.3.a |
| The guest's arrival (start of the stay) | Immediately and, at most, within 24 hours | RD 933/2021, art. 6.3.b |
| Keeping the register (professionals only) | Three years from the end of the stay | RD 933/2021, art. 5.3 |
The reporting obligations have applied since 2 January 2023 (third final provision of the Real Decreto). Reports are made electronically; anyone who does not host professionally can also make them by other means (art. 6.4).
Step by step on SES.HOSPEDAJES
SES.HOSPEDAJES is the Ministry of the Interior's online office for these reports: hospedajes.ses.mir.es. The names of the sections you will see below are the ones the office itself uses.
1. Register your business and your accommodation
This comes first: you do it before you start, and again if any of those details change (RD 933/2021, art. 6.1). The office has two options: "Registrar entidad" (register entity) and "Registrar establecimiento" (register establishment). Registration goes in this order:
- Registration type.
- Entity details. If you host professionally, those of your company. If not, your own as the owner of the property.
- Establishment details. If you are a professional, your establishments. If not, your property or properties.
- Review and sign.
- Finish.
Remember the deadline in the table: your details and those of the accommodation must be reported before you receive your first guest.
2. Create each report
From "Crear comunicación" (create report) you choose the type. For accommodation there are two: "Reserva de hospedaje" (accommodation booking) and "Parte de viajeros" (guest registration). The guest registration is filled in over five screens:
- Establishment details.
- Contract details.
- Holder details.
- Guest details.
- Finish.
A common mistake: the number of guests you enter in the list has to match the number you put in the contract details. If it does not match, the office flags it as an error.
3. Keep the receipt
Once the report is made, the office offers the "Descargar acuse" (download acknowledgement) button. Keep it: it is your proof that you reported the data and when you did so.
4. If you have many bookings, do not do them one by one by hand
The office has two aids for this:
- "Crear alta masiva" (create bulk registration), to send several reports at once.
- "Credenciales" (credentials), inside the "Servicio de comunicación" (reporting service) section. It is used to manage the access credentials for the web service, which are what a booking program needs to send the registration forms for you.
What changes in Catalonia
In Catalonia, the data is reported to the Policia de la Generalitat-Mossos d'Esquadra, not to SES.HOSPEDAJES. That is what the note from the Directorate General of Police of 29 December 2022 says: the police force to which the data must continue to be reported is the Mossos, which also keeps the inspection role.
What you need to know:
- Which data: that in the annex to Real Decreto 933/2021, the same as in the rest of Spain.
- Through where: the Mossos' guest registration platform (registreviatgers.mossos.gencat.cat). The official Mossos page, updated in July 2026, states that the sector must continue to report "through the current IT platforms and systems" ("mitjançant les plataformes informàtiques i sistemes actuals").
- What is no longer sent: since 2 January 2023 you no longer have to report the data from the old Ordre IRP/418/2010; you report those of the Real Decreto.
What changes in the Basque Country
In the Basque Country, the report goes to the Ertzaintza. How to do it is set by the Order of 25 November 2022 of the Department of Security (BOPV n.º 235, of 12 December 2022), in force since 2 January 2023:
- Registration: the details of the holder and of the accommodation are registered on the Basque Government's online office (art. 2.1).
- Reports: to the Ertzaintza, immediately and at most within 24 hours of the booking (or its cancellation) and of the start of the stay (art. 3.2).
- Retention: three years, available to the Ertzaintza (art. 2.2). If you do not host professionally, you do not have to keep or retain the register, but you do have to report (art. 2.4).
- The procedure is called "Servicio de comunicaciones para actividades de registro hostelero" (reporting service for accommodation register activities; code 1089501). The procedure's page asks that you have an accepted means of electronic identification. For questions, the Ertzaintza can be reached on 946 07 99 30 and at [email protected].
What the law provides for if it is not done
Real Decreto 933/2021 refers to the Ley Orgánica 4/2015 on public safety (art. 8):
| What happens | Classification | Fine range (LO 4/2015, art. 39.1) |
|---|---|---|
| Not keeping the register or not making the mandatory reports | Serious (art. 36.20) | €601 to €30,000 |
| Errors or mistakes when filling in the register, or reporting late | Minor (art. 37.9) | €100 to €600 |
These are the limits set by the law, not the fine that would be imposed in a specific case. The establishment is responsible for the data being accurate and matching the identity documents that the guest shows or provides (RD 933/2021, art. 4.3).
If you manage your bookings in Weko
Weko has a Guest registration section for accommodations, in Bookings → Settings → General settings → Availability. It only appears if your business is an accommodation in Spain, which is where Weko knows how to send the registration form. It works like this:
- First you turn on the "Activate reporting to the authorities" switch. Until you do, the credentials fields do not appear.
- You save your accommodation's SES.HOSPEDAJES credentials once: landlord code, establishment code, username and password.
- Before arriving, the guest receives a link to fill in their details.
- On each booking you can see where it stands: "Waiting for guest details", "Incomplete", "Ready to report", "Reported" or "Error".
- When the booking has the guests' details, you press "Report" and Weko sends the registration form to SES.HOSPEDAJES. If it shows "Incomplete" or "Error", check the guest's details before sending it again.
Weko's form currently collects the first name, surnames, sex, date of birth, nationality and document type and number. It also has room for the address and the family relationship, but the guest can leave them blank: if a minor is travelling, check that the relationship is filled in.
Weko does not collect the rest of what the registration form asks for: the phone number, the email, the document support number, the town and country of residence and the payment details. You have to complete those in SES.HOSPEDAJES yourself, or check there that they are present, before considering the registration form sent.
Weko sends the registration form to SES.HOSPEDAJES only. It does not send it to the Mossos or the Ertzaintza: if your accommodation is in Catalonia or the Basque Country, you have to make the report through their channels, as explained above. In any case, making sure the data is correct and sent on time remains the accommodation's responsibility.
